Open Source Technologies: A Strategic Imperative for Jordan's Digital Future

This position paper, co-published by the Jordan Open Source Association (JOSA) and the Information and Communication Technology Association - Jordan (intaj), makes the case for open source technologies as a strategic national priority. 

Drawing on global market data, a Harvard Business School study valuing open source at $8.8 trillion, and case studies from Germany, France, India, and Brazil, the paper argues that Jordan's digital transformation goals cannot be achieved without a structured commitment to open source. It examines Jordan's existing policy landscape, identifies key opportunities and challenges, and offers actionable recommendations across policy governance, private sector development, and education, including the establishment of a national Open Source Program Office and a Jordanian Sovereign Tech Fund.
